Abstract

The Research overview


  This study aims to Effective Support for Startup Revitalization. Countries around the world are fully implementing startup support policies in anticipation of economic growth and job creation through startup activation. The startup support policy encompasses the entire life of a company, from the company's preparation stage to the beginning, growth, and exit process. Therefore, almost all economic actors, such as government agencies, local governments, private organizations, and individuals, are the targets of the startup support policy and the subject of the support policy. Since there are various policies that can be supported and various fields, research on startup policies has been conducted only on specific policies in certain industries. As the domestic startup ecosystem has entered a growth trajectory to some extent, it is now necessary to take a holistic view of the startup support policy and prepare a startup support policy to produce global unicorns so that various startup policies work organically and efficiently.


  In order to improve the financing plan, which was investigated as the most important for startups to grow on their own and the biggest management difficulties for startups, it is necessary to expedite legislation related to corporate growth collective investment organizations in which private venture funds can be invested in startups. However, it will be necessary to flexibly operate the system, such as considering allowing VC (start-up investment companies, etc.) with a lot of experience and network in the existing venture market to participate in BDC operation so that the system can be operated according to the legislative purpose.


  Korea's startup tax policy also needs to be reorganized, focusing on the fact that countries with self-sustaining start-up ecosystems, such as the United States, are designing policies so that various types of tax policies work as incentives rather than the proportion of the government's direct support policy. In addition, the problems pointed out in practice must be quickly improved so that the recently introduced multiple voting stock system and regulatory sandbox system can be effectively operated.


  Above all, the most important improvement plan is to properly operate the wide and diverse start-up support policies that are currently in operation rather than creating a new system. To this end, problems in the operation of the system should be reorganized, such as securing expertise of start-up-related talents, promoting measures to strengthen access to information on various policies, improving the start-up ecosystem of local governments, improving the screening standards for support projects, securing consistency in selecting regional specialized industries, expanding start-up opportunities for middle-aged people, improving overlapping benefits of support projects, preparing policy cushions for failures, and ensuring continuity of support.


  It is hoped that Korea's excellent startups will be able to take the lead in the global market and drive economic growth and job creation in the trend of major changes that began with technological innovation.
